Stormwater Utility Call with the City of Reno

The City of Reno is considering setting up a stormwater utility, a dedicated fee and funding source committed exclusively to maintaining and improving stormwater and flood reduction infrastructure. Stormwater fees are common throughout the United States, and exist in several municipalities in Nevada, such as Carson City, City of Sparks, and a portion of Washoe County. Reno residents and property owners currently support the City’s stormwater operations by paying their sewer bill. In most years, only a small portion of the City’s sewer fund is used to maintain or improve our stormwater systems. The amount collected is not enough to pay for much needed stormwater system improvements, and is not an equitable method to recover these costs because a property’s sewer bill does not align with a property’s demand on the City’s stormwater systems.
Over the past several decades, and even recently, our region has experienced flooding in many areas throughout the City. Flooding has affected neighborhoods, homes, and businesses. Increasing frequency and intensity of storms, and aging infrastructure are likely to worsen flooding problems in Reno. Many projects have been identified that can prevent this flood damage. A stormwater utility will ensure that the City has a revenue source to implement its stormwater and flood control program needs.
The potential new fee is being developed by the City’s financial consultant, and is pending public input from property owners and the Reno City Council. If implemented, the fee would be a new line item called “Stormwater Utility Fee” on the sewer bill.
